Combine water and whole spices in a pot and bring it to a boil. Add the tea bags and turn down the heat.
Simmer for 10 minutes, then take off heat and cool. Strain to remove the spices.
Transfer to a glass jar or bottle and refrigerate until you're ready to use.

If this is the first time you're making a Chai concentrate or Chai tea latte, you may want to be careful with the quantity of spices you're using. Start with a little, taste, and add more if needed.
To get the chai concentrate to have a stronger flavor, you can crush the whole spices coarsely using a mortar and pestle and then use them for the recipe.
If you have a few extra minutes, you can also lightly toast the whole spices in a hot pan for a minute or two, and then add them to the water. This will help release their aromatic oils and make the concentrate more flavorful.
